Hi

As discussed on irc with Tobias…

(I’ve included the changes to configure in this case since
 they are the only changes in the patch)

bootstrapped on x86-64-linux-gnu
pushed to releases/gcc-9.

It appears that at some point the configure file has been
regenerated with autoconf-2.69b.  This regenerates it with
autoconf-2.69.
